Barre Planning Board approves special permit for outdoor marijuana cultivation on Dot Road. The board voted 4-0 at its April 21 meeting to grant applicant Chris Higgins a special permit for a wholesale-only, Tier 11 outdoor cannabis growing operation on a parcel owned by Higgins's father.
