BARRE — April 21, 2020 — Barre Planning Board approves special permit for outdoor marijuana cultivation on Dot Road. The board voted 4-0 at its April 21 meeting to grant applicant Chris Higgins a special permit for a wholesale-only, Tier 11 outdoor cannabis growing operation on a parcel owned by Higgins's father. The permit carries one condition: Higgins must resubmit the site map showing the full property boundary, not merely the fenced cultivation area already submitted to the state Cannabis Control Commission. The board noted the site is not visible from any road or neighboring residence, satisfying a key concern written into the town's marijuana bylaw. State licensure from the CCC remains pending, and the town's bylaw requires all state permits to be in hand before operations begin.
